The EU releases over EUR 23 million to support state building in Sierra Leone

The European Union (EU) has today (7th December 2018), disbursed the first tranche of Twenty-Three Million, Five Hundred Thousand Euros (EUR23,500,000) to the Government of Sierra Leone (GoSL) under its State Building Contract (SBC) to promote sustainable and inclusive growth and support the consolidation of peace-building and state-building processes in Sierra Leone.

The total value of the contract is Eighty Million Euros (EUR 80,000,000). It is part of the 11th European Development Fund (EDF), National Indicative Programme to Sierra Leone, and will be disbursed in tranches between now and 2020, on the achievement of indicators pre-agreed between GoSL and the EU.

The SBC is intended to improve resilience to external shocks, through certain peace-building and state-building goals (PSG). These include improved revenue management, and increasing public sector capacity for accountability and fair service delivery.

It will also foster Sierra Leone’s transition towards development and democratic governance, ensure vital state functions (notably the provision of peace and security, payment of civil service salaries, provision of core administrative functions and minimum basic services) and strengthen the institutional capacity of the government to implement its development strategy thereby stimulating growth, reducing poverty and improving resilience to external shocks.

The National Authorising Office (NAO) under the Ministry of Planning and Economic Development (MOPED) is the Contracting Authority for the 11th EDF with the mandate of facilitating the mobilisation, management and coordination of European Union Development Assistance to Sierra Leone, in accordance with the Cotonou Partnership Agreement between the European Union (EU) and the African, Caribbean and Pacific (ACP) States, and to ensure its effectiveness and alignment with national strategies and development plans.
