In the framework of the European Union funded technical assistance project “Technical assistance in Sierra Leone in the areas of Civil Service Reform, Parliament and the electoral cycle, reference EuropeAid/138958/DH/SER/SL”. Under this programme, NEC requires the services of a National Electoral Legal Reforms Expert to support in the Electoral Legal Reforms Process of PPRC & NEC

Expected Start date: 2nd Week October, 2020

Number of work days: 47 work days

Responsibility:

The requested services will involve working closely with the NEC and PPRC Commissioners, the leadership of the secretariats for NEC and PPRC and various stakeholders under the guidance of the EU Governance Programme Team Leader.

The specific tasks will include:

  • Take part in a Kick-Off meeting with NEC and PPRC Commissioners and management and the technical assistance team to streamline the mission’s approach, work plan, expectations etc.
  • Support PPRC to review its legal mandate and identify priorities and justification requiring action on the same.
  • Review NEC’s Electoral Legal Reforms Roadmap.
  • Integrate PPRC and NEC justified electoral legal reforms priorities into an electoral legal reforms Brief for Sierra Leone that can be submitted to the Sierra Leone Law Reform Commission.

Required outputs

The required outputs for this mission include:

  • An Inception Report to be submitted within 8 days of the start-up meeting, including a draft work plan, timelines and proposed methodology. The Inception Report will be presented to the NEC/PPRC Reference Group and the Team Leader for comments and approval.
  • A report of the review of the PPA following consultations and review of previous work done.
  • A report of the review of the NEC Electoral Legal Reforms RoadMap.
  • An integrated Issues Paper for Electoral Legal Reforms for Sierra Leone comprising issues from PPRC and NEC that will be the basis for submission to the Law Reform Commission.
  • A final report covering the entire assignment – at the end of the mission period – shall contain, but shall not be limited to, the following elements:
  • Executive Summary
  • Background
  • Methodology
  • Main findings related to the global and specific objectives of the assignment
  • Key recommendations and future plans
  • Conclusions

Qualifications:

  • Advanced university degree in the field of law or equivalent experience in lieu of the advanced university degree.
  • A minimum of 10 years of related professional experience or relevant experience working in the area of electoral laws, electoral systems or/or electoral legal reforms.
  • Proven track record in legal research.
  • Experience in drafting or reviewing recommendations of election observer groups and turning these into legal recommendations and policy issues and advocacy strategies.
  • Fluency in written and spoken English is required.

The expert should have the following skills and competences:

  • Strong organizational, analytical and writing skills.
  • Ability to work strategically to realize organizational goals, develop strategies, set clear policy related to core assignment.
  • Results oriented, strong team player with good interpersonal and coordination skills.
  • Ability to effectively interact with a wide range of national and international interlocutors, reach agreements and promote objectives of the ToR.
  • Ability to work independently and under pressure and meet deadlines.
  • Computer skills including Microsoft Word, MS Excel and Power Point.
